EENet - Rules of Procedure

Preamble

The rules of procedure of the EENeT are to be seen as an agreement. Each individual issue of the rules of procedure must be approved by the majority of the EENeT members present at the Business Meeting of the annual EENeT conferences. The EENeT, based on its informal nature, will always be in a position to adapt the rules of procedure to changing conditions in a flexible manner. At the annual Business meetings there will be room for a critical assessment of the EENeT’s evolving structure and for voting on any proposals for modification.


EENeT’s Vision and Objectives

In line with the conclusions of the EENeT`s founding congress held in Wiesbaden in 2007 the EENeT members agree that a systematic monitoring of the phenomenon "terrorism" – especially considered from the perspective of radicalisation processes and development prerequisites – is an important basis for the development of a security strategy adequate to the phenomenon. Since the phenomenon is influenced by a large number of factors, a holistic phenomenon monitoring presents itself as an extremely complex undertaking, which only appears possible on a multidisciplinary basis, in close co-operation between the specialist departments and experts from the law enforcement agencies / relevant authorities and the field of science. It requires a consolidation of resources and an exchange of experience and knowledge, which, in view of the forms of international terrorism, should
also be organised along international lines in particular. The EENeT will pursue the following objectives:

  • a multidisciplinary-oriented handling of terrorism issues in the sense of a holistic phenomenon monitoring from the perspective of scientific and law enforcement agencies / relevant authorities with particular focus being placed on the situation in Europe;
  • facilitating the development of stable international forms of co-operation between the various protagonists from the areas of science and law enforcement agencies / relevant authorities:
  • the establishment of an Internet platform and introduction of regular working meetings for the purpose of exchanging information on new analysis approaches and research results as well as the initiation of co-operation projects.


I Membership

  1. EENeT members must be employed by an authority or belong to the community of scientists dealing with the phenomenon of terrorism in a professional manner. Membership is also possible for those retired from authorities or the scientific community if the retirees continue to be actively in touch with the phenomenon of terrorism.
  2. EENeT members must be employed by a European authority or a scientific institute.
  3. 3. Membership requires acceptance of the EENeT rules of procedure.


II Organisation - Working Procedures

  1. Decisions on matters of contents / organisation of the EENeT are based on the votes of its members. Any decision to be taken has to be approved by the majority of the EENeT members present at the annual Business Meeting.
  2. The EENeT holds annual conferences where issues that have been agreed by the EENeT members will be addressed in the form of expert presentations and / or working group sessions.
  3. At the conferences to be held on an annual basis, the participants will identify issues to be dealt with at the following conference.
  4. The press will not be admitted to conferences and working meetings.
  5. Written contributions will be made available to the participants unless handling restrictions are expressly and openly noted on the document.
  6. In the after-action phase of a conference there will be a voting process in writing, open to all conference participants, with the aim of assigning priorities to the issues identified, for which purpose participants will be asked to rank the issues raised in the plenary session (cf. 6) in accordance with the respective priority in their own area of responsibility.
  7. To ensure that there is a protected room for open discussion, EENeT conferences and working meetings follow the ‘Chatham House Rules’: The participants obligate themselves to abstain from attributing any information obtained to the name of any of the participants and from quoting them in connection with their names or any specific organisation / institution.


III Steering Committee

  1. The Steering Committee (SC) has the central duty of co-ordinating the working contents of the EENeT in compliance with the tasks assigned by the members of the EENeT. The SC will act on the votes of the members and the majority to be determined in each case.
  2. The central issues identified at EENeT conferences have to be prepared for the upcoming conference by the SC.
  3. Based upon common (scientific) standards, the SC gives expert opinions on contributions handed in and has to select presentations for each upcoming conference.
  4. The SC represents the EENeT vis-à-vis third parties.
  5. The SC assists in chairing / carrying out the annual conferences (plenary / workshop sessions etc.).
  6. The SC convenes at least twice a year to ensure a high-quality preparation and subsequent assessment of EENeT conferences, and to be in a position to discuss EENeT-related developments and to prepare corresponding voting processes among EENeT members.
  7. The SC oversees the implementation of the agreed EENeT Rules of Procedure through its administrative office.
  8. In anticipation of the EENeT size to be expected, and in order to ensure good communication within the SC, the SC will be composed of a maximum of eleven persons.
  9. Participation in the work of the SC presupposes EENeT membership.
  10. As a rule, each country shall be represented on the SC by one person. It is possible to have two members of the same country, if the members belong to different pillars (Academia / Police / Intelligence Service).
  11. SC members are elected by the EENeT members that are present at the Business Meeting of the annual EENeT conference.
  12. The SC is elected for a two-year term of office and can be re-elected.
  13. If an institution of a country that is not represented on the SC hosts an EENeT conference, it is possible for the period between preparing the conference and its subsequent assessment to assign a person from the respective country to the SC so as to ensure a close mutual exchange on matters of contents between the SC of the EENeT and the respective host.
  14. The Rules of Procedure are published on the website of the EENeT in the name of the Steering Committee by the Secretariat.


IV Data Protection Rules according to the EU General Data Protection Regulation (GDPR) 2018

  1. Personal data of EENeT members is stored at the EENeT Secretariat, located at the Bundeskriminalamt Wiesbaden, 65173 Wiesbaden, Germany on the basis of the voluntarily provided “Application Form” provided when the EENeT member asked for membership.
  2. The data is stored and prepared in an Excel table on the BKA servers and contain the following data:
    Name, First Name, Title, Institution, Function, Country, City, Postal Code, Address, Telephone Number, Fax Number, the Office or Business Address and E-Mail Address.
  3. The purpose of the storage is to connect and maintain the network of the EENeT members, provide them with information and organise upcoming conferences and workshops.
  4. Data can be accessed by section IZ32 staff at the Bundeskriminalamt Wiesbaden, where the Secretariat of the EENeT is located.
  5. Third parties will only be granted access to partial data if they are involved in organizational tasks, especially during EENeT-Conferences (such as hotel reservations). In case the EENeT members gave permission in the EENeT Application Form to disseminate their data to the other EENeT members, these Contact Details will also be shared.
    Any requests by others for EENeT members’ personal data received by the EENeT Secretariat will be forwarded to the owner of this data.
  6. If you accept an invitation to an EENeT event, we might require further personal information in order to organise travel and accommodation. This information will not be stored in the database and will be deleted when it is not needed anymore for administrative reasons.
  7. All EENeT members have the right to view, access, alter or erase their own personal data. In this matter or at any complaint, concern or question regarding the handling of personal data, the EENeT member can contact the EENeT Secretariat at eenet@bka.bund.de.

  8. The data will be stored and processed at the EENeT Secretariat as long as needed for the above-mentioned purposes of the EENeT. They will be deleted upon request of the respective EENeT member or if the EENeT member does not respond anymore to emails or phone contact.
  9. Where processing is based on consent, the EENeT Secretariat must be able to demonstrate that the EENeT member has consented to processing of their personal data.
